Animals and the Quarantine

HAVE YOU COMPLETED ALL THE REQUIRED DOCUMENTS ?

EXPORT OF PETS, DOGS, CATS, MONKEYS AND SPECIES ALIKE :

A certificate of rabies vaccination from an authorized veterinarian, i.e., a veterinarian at Animal Breeding Services or a private veterinarian or a veterinarian at Animal Health Station.

A Health Certificate from an authorized veterinarian of the originating region.

Release Recommendation from the Provincial Animal Breeding Services of the originating region.

Export Approval from the Directorate of Animal Health, Directorate General of Animal Breeding, Department of Agriculture.

CITES Export Permit from the Directorate General of Forest Conservation and Conservation for monkeys and species alike.

Report to the quarantine officials two (2) days prior to the departure for quarantine procedures.

IMPORT OF PETS, DOGS, CATS, MONKEYS AND SPECIES ALIKE INTO THE INDONESIAN TERRITORY :

Certificate of rabies vaccination from a public veterinarian or an authorized veterinarian of the originating country.

A Health Certificate from an animal quarantine/public veterinarian of the originating country.

Import Recommendation from the Provincial Animal Breeding Services of the destination region.

Import Approval from the Directorate of Animal Health, Directorate General of Animal Breeding.

Report to the quarantine officials two (2) days prior to arrival.


TO CARRY/SEND PETS, DOGS, CATS BETWEEN REGIONS/PROVINCES:

A certificate of rabies vaccination from an authorized veterinarian.

A Health Certificate from an authorized veterinarian.

Released Recommendation from the Regional Animal Breeding Services.

Report to the quarantine officials two(2 ) days prior to departure.

IMPORT OF BIRDS, BANGKOK CHICKENS, REPTILES AND OTHER POULTRY AND ANIMALS :

Animals Import Approval from the Directorate of Animal Health, Directorate General of Animal Breeding.

A copy of a decision letter from the head of an agricultural quarantine centre on the appointment of a temporary animal quarantine centre.

A Health Certificate from the authority of the originating country, to be submitted upon arrival.

Report the import plan to the quarantine officials two (2) days prior to arrival.


TO CARRY/SEND REPTILES, BIRDS, AND POULTRY BETWEEN REGIONS AND PROVINCES :

A Letter of Release from the Animal Breeding Services of the originating region.

A Transport Permit from the Centre of Natural Resources Conservation for wildlife of the originating region.

Report to the quarantine officials two (2) days prior to departure.


EXPORT OF REPTILES, BIRDS AND OTHER WILD ANIMALS AS AN ACCOMPANIED LUGGAGE (MAXIMUM OF 2) :

A Health Certificate from an authorized veterinarian at the Services of Animal Breeding or a private veterinarian or report directly to quarantine officials at Soekarna-Hatta Airport.

A Certificate of Release from the Directorate General of Animal Breeding,

CITES Export Permit from the Director General of Forest and Wildlife Conservation.

Report to the quarantine officials two (2) days prior to departure.

IMPORT OF REPTILES, BIRDS AND OTHER WILD ANIMALS AS AN ACCOMPANIED LUGGAGE (MAXIMUM OF 2) :

An Import Permit from the Directorate General of Animal Breeding, Department of Agriculture.

A Health Certificate from a public veterinarian of the country of origin.

CITES Export Permit from CITES Authority of the originating country, for wildlife only.

Report to the quarantine officials two (2) days prior to arrival.


IMPORT DOC AND DOD

A copy of a letter from the head of an agricultural quarantine on the appointment of a temporary animal quarantine centre.

A Certificate of Pullorum Disease Free from the Animal Breeding Services of the originating region.

Certificate of Origin (Form A and B).

An Import Approval from the Animals Health Directorate, Directorate General of Animal Breeding.

Report the import plan to quarantine officials two (2) days prior to arrival.


EXPORT DOC AND DOD

A Letter of Release from the Directorate General of Animal Breeding.

A Certificate of Pullorum Disease Free from the Animal Breeding Service of the country of origin.

A Health Certificate from the Animal Breeding Services of the originating region or a company's veterinarian.

Report to the quarantine officials two (2) days prior to departure.


INTERREGIONAL/PROVINCIAL CARRY-ON/SHIPMENT OF DOC AND DOD :

A certificate of Pullorum Disease Free from the Animal Breeding Services of the originating area.

A Health Certificate from the Animal Breeding Services of the originating region or a company's veterinarian.

Report to the quarantine officials two (2) days prior to departure.


TO IMPORT PRODUCTS AND BY-PRODUCTS OF ANIMALS (MEAT, SKIN, EGGS, CHEESE, ETC.) :

A copy of a letter on the appointment on a temporary animal quarantine (IKHS).

An Import Approval from the Director General of Animal Breeding.

A Health Certificate for the products and by-products of animals

Report the import plan to the quarantine officials two (2) days prior to arrival.

DOMESTIC SHIPMENT OF PRODUCTS AND BY-PRODUCTS OF ANIMALS :

A copy of a letter on the appointment of a temporary animal quarantine (IKHS) from the Head of Agricultural Centre.

A Release Approval from the Animal Breeding Services of the originating region.

Tests Result from the Kesmavet Laboratorium.

A Health Certificate from the Animal Breeding Services of the originating region.

Report to the quarantine officials two (2) days prior to departure.

QUARANTINE PROCEDURES

The term "animal quarantine commodity" means :

All species of animals, except fish and other water biotics;

Animal products such as meat, eggs, skin, preserved animals, bone powder, etc.;

By-product of animals such as cheese, milk, cream, processed meat, jerky, shredded fried meat. Animal quarantine commodity to be tranported should meet all requirements and accompanied with the required documents (such as a Health Certificate from the originating country/region, a Certificate of Rabies Vaccination for dogs, cats, monkeys and similar species, a permit letter from Conservation Centre for wildlife, an Import/Export Aprroval from the Directorate General of Animal Breeding, etc.).

Owners must report to quarantine officials on the plan to import/export two (2) days prior to the arrival of the animal quarantine commodity, and for export activities, two (2) days prior to the start of the quarantine.

Surrender the quarantine commodity to quarantine officials upon arrival (for import) and upon the start of quarantine (for export).

Subsequent to the surrender of the animal quarantine commodity, quarantine officials will carry out quarantine procedures in accordance with the law (8P).

As a result of the quarantine procedures, the following may be concluded:


FOR IMPORT :

Detention at the Quarantine Installation

The accompanying documents are not complete or animals originated from countries where such import is prohibited.

The quarantine commodity (products and by-products of animals) is found unhealthy or in poor condition.

Rejection

Animal quarantine commodity originates from a region/country where such import is prohibited.

Category I disease of quarantine animal is found.

The quarantine commodity (products, by-products of animals) is found unhealthy or in poor condition.

Destruction

Category I disease of quarantine animal is found.

Category II disease of quarantine animal is found, and failure of subsequent treatment/medication

Failure to produce the required documents within the deadline.

Products and by-products animals are found unhealthy and in poor condition.

Release

The required documents are found to be complete and valid, and subsequent to quarantine and observation, quarantine animal disease of category I and II are not found and the commodity is healthy.

For products and by-products of animals, the documents are found to be complete and valid, and the commodity is healthy and in good condition.

Quarantine animal disease of category II is found and subsequent to treatment/medication, the commodity is found to be healthy.

Certificate of Release is issued upon release.

Upon issuance of the Certificate of Release, the animal quarantine commodity may be distributed to the general public or traded.

FOR EXPORT :

Detention at the Animal Quarantine Centre Subsequent to re-examination at the airport, the commodity is found to be protected wildlife species.

Rejection

The required documents are found to be incomplete.

For products and by-products of animals, the commodity is found unhealthy and in poor condition.

Animal is found unhealthy, but which condition is not related to the quarantine animal disease.

Quarantine animal disease of category II is found.

Destruction

Subsequent to quarantine and observation, quarantine animal disease of category I is found.

Products and by-products of animals are found unhealthy and in poor condition.

Release

The required documents are found complete and valid, and subsequent to quarantine and observation, no quarantine animal diseases of category I and II are found, and all requirements demanded by destination country have been fulfilled.


INTER-REGIONAL IMPORT

Detention at the Animal Quarantine Centre

The accompanying documents are not complete.

Commodity is found to be products of and protected wild species.

Subsequent to re-examination at the airport, the commodity is found to be protected wildlife species.

Rejection

Animal quarantine commodity originates from a region where such import is prohibited ( import of dogs into a rabies-free region).

Animal quarantine commodity is found unhealthy and in poor condition.

Quarantine animal disease of category I is found.

Destruction

Subsequent to quarantine and observation, quarantine animal desease of category I is found.

Products and by-products of animals are found unhealthy and in poor condition.

Release

The accompanying documents of the commodity is found complete and subsequent to quarantine and observation, commodity is found free of animal disease of category I.

Subsequent to quarantine and observation, quarantine animal desease of category II is found, and subsequent to treatment commodity is free of the disease.

INTER-REGIONAL EXPORT


Detention at the Animal Quarantine Centre

Animal Quarantine Commodity is found to be protected by the law.

Rejection

The Animal Quarantine Commodity is not accompanied with the required documents such as the Certificate of Origin or Health Certificate from the region of origin..

The animal quarantine commodity is found to be unhealthy and in poor condition.

Subsequent to quarantine and observation, quarantine animal disease of category II is found.

Destruction

Subsequent to quarantine and observation, quarantine animal disease of category I is found.

Release

The animal quaratine commodity is accompanied with a Certificate of Origin or Health Certificate from the region of origin.

Subsequent to quarantine and observation, the animal quarantine commodity is found to be free of category I and II diseases.

The animal quarantine commodity is found to be healthy and in good condition.


Upon issuance of the Certificate of Release, the imported commodity is permitted to be distributed to the general public or traded, and the commodity to be exported is ready for shipment upon issuance of the Health Certificate.

THE MAIN FUNCTIONS OF ANIMAL QUARANTINE

To prevent the entry of pests and quarantine animal deseases from abroad to the Indonesian territory.

To prevent the spread of pests and quarantine animal diseases within regions in the Indonesian territory.

To prevent the spread of pests and quarantine animal diseases from the Indonesian territory.

PENAL PROVISIONS

Anyone who deliberately violates the quarantine provisions/requirements as stipulated in Chapters 5, 6, 7 of Law No. 16/1992, will be penalized by a maximum imprisonment of three (3) years and a maximum fine of Rp.150,000,000 (one hundred fifty million rupiahs).


Anyone who, as a result of his negligence, violates the above mentioned provisions, will be penalized by a maximum imprisonment of one (1) year and a maximum fine of Rp.50,000,000 (fifty million rupiahs).
